The obvious choices are:
1) Darkwing Duck Originally a spin-off of Duck Tales Darkwing Duck was a spoof of super-heroes (namely Batman and The Shadow) and there was even a S.H.I.E.L.D. and Hydra style spy groups and even a few episodes where Darkwing Duck teamed up other with other heroes to form a superhero team the Justice Ducks, and he a had a great rouges galley and all of that feels like a series that needs a sequel/reboot. Plus the show was a lot of fun.
2) Gargoyles Disney's attempt to create an anime style action series like Batman: The Animated Series with an all-star voice cast including Keith David, Johnathan Frakes, Maria Sirtis, Brent Spinner, and Kate Mulgrew it featured striking characters designs, slightly more violent action, great characters, and rich mythology.
3) Chip and Dale's Rescue Rangers Chip is Indiana Jones and Dale is Magnum PI and together with a female mouse that is tech whiz, a cheese obsessed bruiser, and his fly friend. They fight crime and help the helpless.
4) Tale Spin Take Baloo, Louie, and Khan from The Jungle Book and put them in a 1930s style pulp series about Baloo being a cargo pilot trying to buy back his plane from Becky, a businesswoman who bought it when the bank foreclosed on his business, and while he has to deal Becky's young daughter, his kid navigator, dopey mechanic, Louie who runs a bar, and Khan who is ruthless businessman determined to do anything to make a buck.
5) Gummi Bears A bunch of bouncing bears in medieval times fighting an evil duke. I only watched a few episodes so my memory is vague.
