He was under Bombshell's mind control. That doesn't count as switching factions willingly.
For this reason, we have many different characters that have left their respective faction, whether it be from anger, sadness, betrayal, confusion, and occasionally mind control.

And why silverbolt didn't suffer the same? Because he was reformatted and that process purged the jetstorm shell program. That's how i view the series.
