Notice the uppercased emphasis on the word "first". There are two ways to interpret this.
Either it means "first" as in "the first time Hasbro themselves have ever done a legit SG release"... OR, it could mean "first" as in "the first of more SG releases to come from Hasbro."

If Hasbro actually wanted to incorporate Shattered Glass versions of characters into the War for Cybertron Trilogy storyline, there is a very easy way they could do so without needing to bring alternate universes in the mix.
In the Cyberverse Season 3 episode "Thunderhowl", Bumblebee and Chromia take a trip over to Cybertron's ancient and abandoned Crystal City, where they encounter Thunderhowl. While in the city, the three are confronted by evil crystalline versions of themselves manifested from the mirror-like walls of the city's structures. These glass-like duplicates are basically born from the reflections of the three Autobots, but with their colors washed out upon their emergence from the mirrors.
So, these SG versions could be created like that if Hasbro wanted to put them into the story without making them come from another dimension. They'd just have to introduce Crystal City and have the characters visit there at some point, and then have it be that the glass duplicates are simply colored like the Fun Pub SG characters.

I would personally prefer if they were "distinct" characters rather then clones. (Although a clone that becomes a distinct character is fine too)

I'm pretty sure it isn't SG Rodimus officially despite being obviously designed to look like him, he's sold as Rodimus Unicronus (as a Unicron corrupted Rodimus so G1) with Decepticon symbols instead of SG Autobot symbols.
He was used in the Prime Wars series as a corrupted Rodimus as well (Rodimus Cron), so overall there is nothing that makes him SG Rodimus except his visual appearance which could just be chalked up to as a reference.
