Because of the time and circumstances it came out. For years, it was the one and only Transformers movie, part of the same world as the one and only Transformers cartoon, as a crucial part of that world's history, making it a crucial part of the brand's history. Nowadays, however, we have numerous Transformers movies and even more Transformers cartoons, all of which can (and some of them do) stand on their own without need of support from each other. As great as Transformers One is, it is far from the franchise-defining, revolutionary piece of work that the 1986 movie was for the brand. To be fair, we don't know how strong this universe's Starscream is.
It could also be that those stronger (like potentially Soundwave) are not interested in being the one in charge.
