Hate to take the fun out of it, but I think the only characters being considered for the Evolution gimmick are those that are highly recognisable, have evolution as a well-known part of their character and/or make sense as Leader-scale figures. When you think of the Insecticons or Thundercracker, one doesn't often naturally think "was turned into Scourge/Sweeps" as a main detail of the character. As of this typing, we already know of 3 unique Leader molds to come in Power of the Primes, with strong implications of a 4th one to come later in the line. There's no way they'd make Leader class figures for all of those proposals you've raised as that would take at least 11 unique Leader molds to accomplish, which is well out of Hasbro's league to pull off given their recent history with Leader class molds.

Everytime Hasbro has spoken of leaders at any show, its always been about them evolving.
Plus all 3 also dealing with the Matrix too (the very same Matrix depending on your take on things). Like Orion Pax getting the matrix and becoming Prime, Hot Rod getting the matrix and becoming Rodimus and even Optimus Primal getting Prime's matrix/spark and becoming Optimal Optimus.
Not saying there is no chance for anything else, but Hasbro hasnt commented on anything aside the idea of evolution so far.

I think most likely (and least satisfying), we're gonna see a white Orion Pax that 'evolves' into Ultra Magnus - that way no-one's happy, except Hasbro who save some money on tooling!

I believe the prophecy went that he would become Goldbug then Goldfire and Race-Welder.
I suppose if they ever wanted to establish Race-Welder, an evolution gimmick would be a way to do that.
