Megatron did seem a little damaged (albeit not like the Space Bridge Accident of '10) after he was flung into the core of Darkmount's fusion cannons in "Rebellion". So that can be used as an excuse to implement this toy's aquatic features.
It is most likely that the writers intend to add the line's signature spikiness into the show, but probably at a gradual pace. Also, it does cost money to create the renders.
There is not one Transformers toy that is right on the dot to the character they represent.

Am I the only one who thinks his chest looks too bulky with the Sharkticon head parts?
I like the head remold, but the chest looks like it's bulging so much it's gonna fall apart.
