Are you talking about vehicle scale? Robot mode scale has actually been set with the Studio Series (actually I'm hearing that AoE onwards has figures that work with the scale).

alt mode scale is a bit wonky, but the robot mode scales since AOE have pretty much been consistent. It's been pretty nice

Except that's not in scale at all. A current deluxe that splits into 2 legends would work great and be in scale with the line to go with the 3 pack legion Arcees.
Even if they did the twins in their individual car modes, a deluxe 2 pack is probably the best way to go

However the ice-cream twins would be way too small as scouts. Unless they do some engineering magic to make the bot twins the same size as jazz.
