I think you are misunderstanding what Will was talking about. The image in question was from the movie and Will was responding to complaints about how Long Hauls robot mode is too short.
In the movie, Long Haul, Mixmastrer and Rampage did not form Devastator. They were elsewhere fighting when Devy was formed. The bots from the movie that did form Devy were unnamed extras that may or may not have individual robot modes. That's what Will was getting at. There were 2 dump truck cons, Long Haul who was larger than Starscream, and the unnamed bot who formed Devy's leg, and whose robot mode height is unknown.
