It really depends. So far I have always waited for sales and the only one I missed out on was TR Clobber. I dont feel its a big loss there for everything else I was able to get on the cheap. And in any case, Twin Twist isnt a tail ender, he's part of the massive return to school restock that is a prelude to the Christmas period. I am waiting for a sale and I will make a post when I get it for less than $10 USD
Of course, I am not recomending one way or the other, just saying what I tend to do and how it has worked so far.

Well, it wouldn't be that bad but the lea have 70% of the altmode in them. Mine aren't too terribly loose, but some tightening with tissues wouldn't hurt.
