That would be more TakaraTomy's department, not Hasbro. Though I could see Hasbro redeocing him as "Spark Attack" after the Heroes of Cybertron PVC figurine.
Speaking of TakaraTomy, they are releasing Loudmouth aka Siren as Goshooter, in a set with Wheelie. No further Headmaster Jr. have been announced, in fact Nightbeat will be released in Japan as... Nightbeat.
I think there's a couple reasons for that. First of all, IDW is iirc pretty popular in Japan - and Nightbeat's risen to prominence as a character despite his fellow 1988 Autobot Headmasters - Siren and Loudmouth - mostly being relegated to the background.
A second reason could be that they might want to do an actual Minerva head as the Nightbeat one looks nothing like her. Compare

But yeah while they seem to be making all the 1987 Targetmasters into Headmasters as well, it's not a hard and fast rule as to the entire line. I mean... already, Astrotrain and Sentinel Prime weren't -masters. Or Alpha Trion. Or - going into leaks - Megatron, non-Powermaster Optimus, Doublecross...
For me, the only problem I have with Blurr, Triggerhappy etc. being headmasters - and I've said this a lot and I'm worrying about being a bit of a dick with saying it so much - is that they don't have their targetmaster partners as guns anymore. I'm fine with headmasters being added on as it's easily ignorable and just adds something to the toy; hence why I'm easily cool with Galvatron and Astrotrain. But Hot Rod for instance actively has his gun-former partner taken away from him. It's not just a new addition, it's taking away from something the original toy had - and it's not just a fun little feature that wasn't the focus of the toy like say, CW Onslaught no longer having a base mode; it was the entire gimmick and selling point of the toy.
Thankfully third parties can easily fix it up, but I would have preferred to see Hasbro tackle the targetmasters themselves because the originals admittedly looked a little bland. Pretty much all of them were black and grey and a lot of them had very similar gun designs, so I'd prefer to see a modernized take with more vibrant colours maybe matching that of their larger partners. A hot rod-themed Firebolt, now there's something I'm totally up for...
