what are the ranks in the transformer world and can you put them in order . in the comics sky linx called himself an airbourne liutenant commander

Basically, fictional military use a form of Technobable (which itself is used often in things such as Dr Who) where they just call themselves random titles that stick, with no relevance to other ranks, besides the obvious.

For instance, Optimus Prime is "Cybertron Comander" which is obviously higher than the others, however anyone else serving him just has a really random title.

Thus the explanation for "Ranknobable".
