Huh, totally missed that bit of news. Last news I heard concerning a director, was that Peter Jackson was tapped to direct, then he left, then nobody knew what the hell was going on with the movie.

Exactly, the powered armor from the Starship Troopers book wouldn't work for a live action movie, it's cumbersome and huge, and for soldiers, thats not good.
So for the movie, they went with the vest/helmet look.
Halo went the same route. The regular marines have lighter armor, since they don't have the cybernetic upgrades that the chief has, if they were armored more-so they'd just end up like Storm Troopers.
So Bungie went that route with Halo 1, the second Halo they gave more marine a more armored look like the chiefs.
