The Function on a TFs Tech Spec tells you pretty much exactly that - it tells you what they specialise in. Although a lot of the time any TF can be assigned to pretty much any role, most of them have something that they're particularly good at, or at least that they're usually assigned to. So while, for instance, Laserbeak is often sent off on spying missions, or even (reluctantly) as forward scout, the thing he's really good at is interrogation.
