It depends on the situation.
2. How?
Administrators/Moderators/Site owner can lock the forum.
Normal users can't. (obviously)
3. There isn't even a "New Topic" tab in locked forums.....

And moderators can't lock sections. Only topics.

Threads are locked by moderators because of arguing in them, or repeat topics, or because they are spam or useless in some way and are cluttering up the boards.
When you click the New Topic button while viewing a locked thread, you just create a new topic that will be posted in the forum like normal.
Why did you ask that? You could have just gone into a locked thread and clicked the button.
