Could or Couldn't?

Why does everyone say "I could care less" when surely "I couldn't care less" would make more sense? To say that you could care less implies that you care more than the minimum, whereas the phrase is used to express a complete lack of concern. Couldn't care less means you literally couldn't be less concerned for the matter in question, which to me makes much more sense, but that's not what anyone says!

The world confuses me...

nah, it's like this.

I could care less. However, I have deemed you unworthy of trying, therefore, I care less than the lowest minority opinion.

If you could care less you have the ability to care less for said subject.
If you couldn't care less than said subject, then it is at the top
of your not caring list.

I've heard both used, unfortunately they are usually used in the wrong context.

It's supposed to be "I couldn't care less," but people are stupid, so they say the other thing.
