Simply put, an administrator is above a moderator.

Less simply put, Moderators only have one (or more, but not all) forums under their care, while Administrators are total gods of the boards.

More like the Police Force and the Justice Department, really. Mods make sure everyone behaves themselves step in when there is trouble. The admins enforce law, make the decisions and take the bigger actions.

Don't confuse this with News or HMW mods. In this case it just means that these mods maintain the needed sections.
