I know its not a virus because the other users on this computer (my sisters) run slightly faster than mine with almost no problems.

Is it your computer that's running slow or is it the Internet that seems to be lagging?

If you are downloading something large at the moment, then I can see why your Internet would be slow. If your computer is running slow, press Ctrl-Alt-Del and Open the Task Manager. Go to the Processes Tab, and sort by CPU utilization. If you don't know which process is using the most, or don't recognize it, google it.

Have you rebooted to see if that'll fix it?

its not that im downloading something, its been running slow for a long time (i have been trying to avoid the computer). its not the browser because all 3 computers i have run IE7. and the computer has been shut down and restarted multiple times ( for either freezing or not wanting work right).

Is it only IE7 that's slow, or everything?
Could be multiple things then; I'd suggest the following steps.

1) Defragment the hard drives, also run a check disk on them to make sure they're error free.
2) Run a memory test to make sure your RAM is still effective This tool should help
3) Is it an older computer? What's the specs?
4) You say that you don't have a virus, I'm assuming you've at least run a virus check. While you're at it, check for spyware too. I recommend Ad-Aware. It's free for what you need to use it for.

Hope one of those helps

I recommend Malwarebytes. Ever since I got it I run a full scan once a week. Full scans take about an hour or so. I run a quick scan almost every day. Quick scans take about 12 minutes. Depending on how many files its scanning. Its by far the most effective antivirus software I've used.

The free version is enough.
