Generally you must know enough about the question asked to provide a through answer.
That is all. There is no test you have to pass.

Wow, this is a deep question. Shouldn't this go into the philosophers forum?
The truth is you can never be an expert. Only more knowledgeable. Why? Because no matter how much you learn about a various topic, something new will always come. Take model building for example. You no sooner know all the ins and outs of several products when someone comes up with a new use for them or invents something new to try.
