what type of computer programing is used to create 3d enviroments and charcters as in the beast wars series?

The graphing language that's fairly industry standard is called OpenGL, have done some basic stuff with it I can say that it's a neat program, although I'm sure you'd have to write complex code in order to get up to Beast Wars style.

As for programs themselves, which I'm sure animators greatly prefer, Blender is a good one to learn on, considering that it's free and all.

Naturally it takes a lot of work to get something that looks even close to what Beast Wars looked like, even with today's tech. Best of luck!

Like Mkall said Blender is a good program to learn on, if you want to spend some money i would recommend 3D studio Max and Maya both programs have a few more options available for modeling, animation and rendering. I personally use Maya for my animation projects.
