Bill C-32 in Canada

I've been trying to read up on this Bill C-32 that is being proposed in Canada, but with the swarm of unorganized information, I can't make out much about it. I know it's proposing to amend the Copyright Law in Canada in terms of digital information, but what exactly are they doing with it? I'd imagine Canadians can now be held responsible for downloading content, whereas before we could only be charged for uploading. Is this true? What's going on with this thing and how will it affect P2P sharing?
I'm torn on this. On one hand, I think it's important for copyright holders to protect their interests. Anyone who wants to offer something on the Internet to download for free can still do that, but those that want to protect their interests can.
Oh the other hand, I'm having a hard time figuring out all the information and different cases that the bill is going to focus on, so it's hard for me to see the downsides that might exist. I'm concerned about making backups for private use. I have some rare CD's that I don't want to wear out, but will I still be able to have backups of these things? What about those P2P sites?
