I need help identifying an 80s cartoon movie.

All I remember about it is that the villain of the movie was a skinny one-eyed cat in a suit with an eye-patch and metal claws on one paw whose big weapon was a giant mechanical dog. I can't ever remember who or what the hero of the movie was, but it was a cast of animals, not people. The other detail I remember vividly is that it had drunk, singing Mexican bats who wore sombreros. Hilarious. I saw this a lot when I was young, i think I had it on VHS, but the last time I saw it was in 1991 or '92. It comes up in my memories once in a while, but I had been thinking a lot about it lately, but I can't find anything on it online. I hope the details may help someone's memory and you can help me out. I remember this movie being really fun and I would love to see it again.
