As I read it, those who may be hurt the most would be the scalpers, and that's fine with me. Honestly this strikes me as one of those unenforceable things, especially when it comes to an individual selling of a small part of their collection.

Now if they use this to nail scalpers to the wall, I'm fine with it.

The real crime is mandatory school books being absurdly expensive

Slippery slope is rarely something to raise a fuss about.
