just take off the horrible arms and glue to his feet, repaint and you've got seaspray.

Does he still transform?
If so, this makes this figure one I may actually buy!
I've been avoiding him because of the wonky monkey arms.

Thats cool... does he have any hands though? It's kinda hard to tell with that pic there.

how did you remove and transfer them? pop apart or did you have to cut and glue?

OK, I did this and it turned out pretty well.
To answer the questions, here is what I did:
You need to take off the forearms. 3 screws each.
Cut the skirt of the hovercraft so there is enough left to make a small forearm.
Put forearm back where it came from.
Replace all screws
The rest gets glued to the feet.
TA DA!!
I do have one issue though, mine really wants to fall backwards!
Easy enough to fix if you do it before gluing the skirts to the feet, a bit harder once that are attached. You just need to extend the heels of the fig a bit to stop him from toppling.
Takes a crappy figure (IMO) and makes him pretty cool!
The "hands" are a bit weird, but they suffice. A bit of sculpting would fix them up pretty quick. If you are not a sculptor, they still look OK. Still better than the monkey arms he came with.
