"Garbage" Upgrades

Throwing this out there to see if anyone has any thoughts.

I've been wondering about whether or not giving some of my 'Cons some (for lack of a better term) "garbage" upgrades is worth it or not. For instance, let's look at my guy Raze. He's one upgrade away from Level 10, but right now the next "meaningful" upgrade (either CRG or RNK) would cost 9.2M XP. So, it'll be a while. On the other hand, I could pump all his current remaining XP into INT, which would push him well into Level 10.

Do y'all think there is any benefit to giving Raze or other bots similar type upgrades just for the purposes of upping their levels? For Raze in particular, is there any benefit to going from L9 to L10 in terms of mission selection/payout (such as L10 only or L10-11 missions I can't see yet)?

I did that with Astralscale, she was doing good at 9 then started going pretty downhill jumping to 10 by putting a few points into INT, but that doesn't matter to anything except repairers... so ultimately it's up to you to bump with the useless stat or save for maxing out the more important ones.
