Try and get a few points in Strength and go unarmed, you'll do more damage than you would have with one of the 0 Firepower/0 Skill weapons.

But basically after a certain number of stat and tactic upgrades (maybe later robot abilites) you level up. Level in this game is more like weight catergories in boxing than like most rpgs. To get to level 1 you need 5 upgrades.
