Most people are trying to fill out the missions, but arena is best for beginning. 'Cons tend to be most active at night and on weekends (U.S. time), while bots are here more during the days. Just keep your 'Bots in the arena and they'll eventually get to fight. Or, if you see missions where 'Bots outnumber 'Cons, you can get experience there for your new characters.

Another note: I recommend setting your options to automatic CR. It should still be free for level 0 characters, and it saves you time if you aren't on your computer every hour. That way, you won't have to wait for your 'Bots to be repaired when you come back after a break, as they will start repairs automatically.
