I thought that was only suppose to occur after 10:00?

I've gotten it a few times before, think it's different when it comes to the amount of participants?

Just a guess.

It does have to do with how many TFs are in the mission IIRC each one has X amount of moves they can do and once that limit is reached they retreat..Mkall or Burn can correct me on that if they know better.
