That's because Hasbro installed modems in their mouths (that's the noise they made, dialup modem noises) because it was cheaper then paying for more VAs. Why do you think everyone could understand them? Not because they spoke modem. But because that was what was in the script. I think, been a while since I checked, so I could be wrong, but I think the minicons had VAs in Japan.
But uh.. every 5 transformers has they exact same personality in Gen 1. Every decepticon is either a unthinking braggard or power hungry, every headmaster (except Arcee, because she was special... and Hardhead, but he had that name for a reason... something about breaking titanium with his head...) was a genius and every Con target master can't shoot to save his life. Half the autobots in Gen 1 are either retardedly flighty, as in they can't hold their attention on something for more then 3 tenths a second, or uh... dammit! My attention span is no better! Damn you TV! Oh yeah! Or they where narcisistic. Only a couple could actually focas on something for more then 3 seconds and wheren't narcisitic. So, basically, there's about 10 autobots, and then everyone else is just the same 2 guys in different costumes.
So, while you're welcome to your opinion, before you say "I hate this because this" you should make sure that something you love isn't the exact same way. Like I hate the movie designs. They make me want to vomit, like the machine wars/beast machines designs.

And actually, I'd argue the opposite in some of the main minicons. They actually had some personality. They would have had more with voices, but sometimes, things can come across without dialog. Like that little dragon/t-rex Gon. Can't speak, nothing in the comic can, but if you try to argue he has no personality... well, I'd have to laugh at you.
The most glaring error with the unicron trilogy, aside from not killing Smokescreen... god I hated him. I cheered when Megatron shot him. But anyway, the biggest error with the Unicron Trilogy is how they used the same 5 character names and didn't explain why they looked different. Why were Prime, Hotshot, Jetfire and the other repeat characters reformated? Yes, they explained Megatron (who went back to Megatron after calling himself Galvatron...) Starscream, Demolisher, Cyclonus, and Tidal Wave... But what about the others who were hold overs from Armada? And what about the rest of the Armada Characters? Where were they? And why take Galaxy Force and rewrite the backstory completely and leave more holes in it then a rampaging dinosaur leaves in Tokyo instead of making it it's own series, like it was supposed to be? And why can't they spell japanese words in english, when they have them translated infront of them? It's not Excellion, it's Exillion. It even says it on the art you get from the cyberplanet key.
