Will Testors Dullcote fix sticky Universe Prowl/ Smokescreen?

Just a quick question: I've got the Classics/ Universe Smokescreen and Prowl figures, both of which have the sticky paint issue (Prowl more than Smokescreen). I'd heard somewhere that Testors Dullcote spray sealant would fix the problem. Can anyone confirm this?
