Problem with KOToys

I recently placed an order with KOTOYS.COM. They had my old address but I specifically requested that the item be sent to my new address. The day the package came to my town the incompetent mail carrier called me from a private number and asked be for my new address. When I told him I moved to University Drive, he asked me "where is that?" So naturally I became suspicious, made up a story about my phone going dead and hung up.
So my package was sent back to china and was delivered Monday. I made it clear to KOTOYS that I would NOT pay to have it resent and they indicated to me that they would resend it. It is now Thursday and I haven't heard word one from them as to whether they will resend it or refund my money.
At this point, I'm getting pretty irritable at paying $130+ and not getting anything. What should I do?
