Having played with it some more you can fool around with the wings to get them in a "Rest" position where you can move the arms fully. The smoke stacks and sides are soft rubber that you can "squeeze" the arms around. Theoretically with the wings deployed for flight he doesn't need to move his arms over his head as he could just fly into that position.
