He's the US version of the Fuuraimaru from
Kaizoku Sentai Gokaiger, and has an added Mega Winger mode, just for added playability. He combines with the Legendary Megazord, though don't expect anything fancy.

The Retrofire series of figures is known for exaggerated proportions, and frankly a hit and miss with some designs. The Zeo Megazord is one of the better ones. This one is missing the wings from the Phoenix, the best part, as well as the shoulder pads.
