tl:dr - There is no existing fiction out there that declares all Shifters to universally have no standard base form with each individual's own personal robot mode and altmode unique to that person. Nor is there any fiction that states that every Shifter's base form lacks the capacity for a robot mode and altmode unique to each Shifter. All we've ever been told is that all Shifters possess a special shapeshifting ability that differs from basic transformation, but not that all of them have said ability
in place of basic transformation.
