From the tech spec Jetfire/Skyfire is ranked at #10. Didn't think he was ranked that high. So I guess he's more of a 2nd in command to Optimus than Ultra Magnus was. Transformers who are ranked that high are popular characters. But I don't think Jetfire/Skyfire was that popular with the fans as Magnus was. Or was he? Based on the G1 cartoon and comic book, was Jetfire/Skyfire a great character?

Hard to tell, he didn't get much time in the comics from what I remember. In both comic and cartoon, he was depicted as switching sides from Decepticon to Autobot. I always liked that the character (in the cartoon) had the moral integrity to go against the only friend he had because that friend was telling him to do something he knew was wrong. Also, the incident undermined some people's "the Decepticons are noble warriors" rubbish by showing Megatron willing to lie to someone to get them on his side.

Jetfire is definitely second in command in Cybertron/Galaxy Force.

That's the only continuity I currently know him to be second in.

I am not sure about the statistics. Ultra Magnus is my favorite Autobot and Jetfire is my least favorite along with Arcee. Skyfire was just meh at best, Gregg Berger gave him a really weird voice.

That's one of the reasons I adjust Tech Specs before calculating TF attributes for my game.
