i tweeted shout factory and ask them when will we get the beast wars 2nd and neo and the responded nice they can't get or won't get rights to it wounder why ? but wounder who will take rights for the dvd rights

It wasn't done by the same company as the Japanese G1 cartoons. Different company = different rights.

And, all Shout! Factory did for their JG1 DVDs was tweat the existing subtitles from the UK and Australian DVDs. So, since there's never been subbed DVD sets of BWII and Neo, there's no exist subtitle track for Shout! to modify without having to make their own new translations from the ground up.

It doesn't help that neither series had ever been released on DVD in Japan until 13 years after their original broadcast on TV. dyuring that time, nothing could have been done since not even Japan had gotten DVDs of either show.
