The thing is, these two shows are so different from what the American Beast Wars cartoon is remember for.
The U.S. cartoon was a competent mixture of good storytelling, character development, acting, writing, directing, scripting, action, drama, comedy, endearment, darkness, depth, wit, charm, and sophistication.
When it was dubbed in Japanese, however, it was turned into slapstick comedy for Kindergartners, with lots of adlibbing, fourth wall jokes, and personalities reworked for a younger audience.
Beast Wars II and Neo were more akin to this childish tone and come off as being far more silly and campy than the American cartoon. If one were to market them as being anything remotely on the same level as the American cartoon, it would be a lie.
The nostalgia people hold towards the U.S. cartoon is for its story, its characters, and its quality. None of which are present in the two Japanese cartoons. Combined with barely anyone having known about them, much less having watch of them, at the time, a distinct lack of nostalgia towards them is hardly surprising.

A lack of interest is the main reason.
