Autobot/Decepticon Elite Guard

I have a little project going that involves the use of the Elite Guard insignia (specifically the Decepticon variant), and it has me thinking on the origins/use of it. Note that I'm not that versed in Transformers lore...something I'm trying to remedy. I've learned that it's essentially their military insignia for those Cybertronians who graduated the Autobot Academy. However, I've read somewhere that it's 'fallen out of use'. I'm assuming from the actions on part of the Decepticons. Which doesn't exactly make it clear how the Decepticon variant exists, unless I'm to assume they simply adopted it with alteration.

Anyone mind giving a quick rundown on it, please?

The Decepticon variant of the symbol comes from some fiction that takes place in a backwards alternate universe in which the Decepticons are good and the Autobots are evil.

The Decepticon Elite Guard in this universe was a law enforcement group during pre-war times, but aside from a single member who had been out of the loop for a long time due to being on missions that kept him away from Cybertron from an extended period of time (so much so that when he first appeared in the fiction, he didn't even know that an Autobot/Decepticon war was even going on during his absence), the group seems to largely no longer exist in the present day of this fiction.
