Beast Wars Dinobot and Silverbolt the same person but different personalities?

There are similarities in the both characters Dinobot and Silverbolt so much that is it possible that they are the same person but different personalities?

I... think you might have to explain this a bit further. I don't really see how you came to that conclusion when one could make similarities between any two characters and say they're the same person... plus, the two have been in the same room together.
