For the Comic Pack Fortress Maximus- Could this be the US release of Spike with the Fortress head rather than the Cerebros?

That's an interesting idea, only thing I'd warn against is that it's supposed to be a Leader. I'm not sure that would get big or complicated enough for that size class.

Maybe they include the master sword(s) or accessory pack???
