The height isn't very consistant. Starscream's toy is 21cm long in vehicle mode. An actual F-15 is 1944 cm long. Thats 1:93 scale. With a robot mode of 14 cm as a toy, Starscream should stand 42.7 feet tall as a robot in real life.

Of course they hardly ever use real world numbers when depicting the TV series. After all, Powerglide is an A-10 Warthog, which is HUGE, but he's a mini-bot. The seem to make things closer to the toys, not real life. After all, the car that turns into Prowl is a really small toy, about the same size as a Volkswagon beetle, but Prowl isn't depicted as being as tall as Bumblebee.

There is a thread about Transformers size based on their real world alt modes here.

When it comes to Transformers remember that they are alien beings or mechanoids their Robot mode is their base size and doesn't necessarily reflect what their alternate mode size will be. Remember they have size displacement technology built into them and when they find a planet they adapt their alternate mode to resemble various machines or vehicles that are unique to which ever planet that they are on so they may blend in undetected. They try to find an alternate mode which usually resembles their Cybertronian mode and which is most adaptable to their robot mode although their physical appearance is usually slightly altered as in the case with Prime and Megatron anyway when they transform to their new alternate mode sometimes they have to adjust their size accordingly so that they blend in. For instance lets take the Protectobot Groove in robot stands roughly 20 feet in height but in earth vehicle mode he is a motorcycle and must condense his size accordingly in order to blend in. Otherwise if he was to remain a size consistant to his robot mode he would be an extremely large motorcycle and definately wouldn't blend into earth traffic. Final analyasis when it comes to transformers on alien worlds their robot mode size doesnot neccessarily reflect their alternate mode size.

G1 Soundwave had a lot of adjusting to do once he got to earth. From a street light-like object to a cassette player, the size difference is astounding.

There is some debate as to how big the truck Prime turns into is. I was honestly looking at contating some trucking web sites and seeing if I can get ahold of someone with that model rig and just asking them to measure the cab, so I can get an accurate scale. People mostly argue Prime anywhere from 20 to 36 feet tall, depending on their numbers.
