But Megatron wasn't the Emporer of Cybertron and the Maximals weren't fighting for their survival. They were fighting for the survival of an entire planet, Maximal and Predacon. (Sence the Predacons on Cybertron never approved of anything Megatron did anyway. He wasn't even supose to go to Earth and start the Beast Wars but just steal the Golden Disk and deliver it to someone else.)
Beast Machines Cybertron is inhabeted only by seven Maximals and only 3 Vehicon Generals at a time. (5 total but Strika and Obsidian didn't show up till Tankor and Jetstorm were gone.) And in case you couldn't tell I was perpusly not counting Megatron as a Vehicon sence while he has a beast mode I consider him to still be a Predacon. There's nothing in the show that says he's a Vehicon either, only that he created them. The toys label him as one so it's open for viewer speculation as to exactly what Megatron is.
Anyway... Megatron couldn't really take over, not the way he wanted to because his vision for the perfect Cybertron was a world ONLY inhabited by himself. Even if he had succeded he couldn't REALLY be called an Emporer because he wouldn't have an empire. What kind of ruler rules over a dead planet?
The Megatron I invisioned is on a fully Populated Cybertron but it's fully Populated by Decepticons. The Autobots would have to hide underground or blend in as Decepticons themselfs in order to survive.
Kinda makes the odds REALLY stacked agenst them when it's a hand full of Autobots vs. a Planet full of Decepticons. Obviously with that many Decepticons it's not possible to really show any of them really well so most act as extras in a crowd.
