I have REALLY been wondering this.

Examples?

I imagine like Starscream but with an echo of sorts where it sounds like more than one person talking together. Given they share the same voice actor, I have essentially just described Reflector.

Kind of like the Buffy episode where she defeats Adam by mystically joining with Willow and Giles and she speaks with the 3 voices. I just like how it works.

I hear he rambles on in, what seems to be, riddles. And none of them make any sense whatsoever.

isnt his voice ment to be a bit like astrotrain? and he mumbles incoherently

If I remember correctly Sunstorm is kind of nuts, he believes himself to be some sort of special messenger of Primus. Sometimes he even thinks he himself is some sort of god, so it comes out in his speech.

If I have it correctly, he probably sounds like this:

"Dearest mortals, the time of Primus is upon us. Lest thou be set aside for his holy wrath, I urge thee to repent of heresies. For your unrightousness fills his receptors, and he must set forth his hand. I plead this with all urgency, harken unto my words!"
