If you are talking about the original 1986 movie, Galvatron is introduced in it. Wheelie in the 1986 movie is an Autobot that helps rescues Hot Rod and Kup.

To avoid confusion, the original Transformers movie dates back to 1986, the ones from 2007 and later we call "Live Action Movies". Keep that in mind.
I don't think Galvatron will ever be introduced as an upgrade of Megatron, but that's just me. In Revenge of the Fallen Wheelie was only working for the Decepticons, but he wasn't one. He was merely bullied by them.
