Can you play PS1 and Ps2 games on PS3?

ON the 20 and 60 GB models there is full BC. I think 80 gb has partial. The 40 gb has no BC whatsoever.

my friend has one of the first ps3's, and it doesnt play ps1 or ps2 games, thats why I thought it doesn't play them

All models except the 40GB have PS2 backwards compatibility. The PAL 60GB and the NTSC 80GB have BC through software.

All the models have PS1 BC, but through software emulation.

The 80Gb should be fully BC, they simply changed it form hardware based to a software based emulator.
The 40GB does have BC, but it is limited to Ps1 games(atleast according to sony)

If it was one of the first line then it is BC. It may be that he was trying a game that isn't fully supported. There were many games on the the ps1 that the ps2 wouldn't play, and this trend continued on with the ps3.

The 80gb version has the same emulation as the euro 60gb which will playmost games fine but brings up game breaking glitches and errors in others, such as in DMC3 you cant enter 2 of the rooms in the topsy turvy area where you have to fight the bosses again preventing you from progressing further.
