I think he might be of Indian decent after searching for awhile I finally found the type of Knife we see him sharpening on his shoulder plate it is a Kukri an East Indian knife and also machete depending on the size as they come in various sizes and handles. Kukris are used as part of the symbol for the Royal Gurkha Rifles and I believe they used the knife in combat as well.
to me his name Emile also sounds like it may come from indian origin correct me if I'm wrong on that and we have yet to see his face or even his skin so this assumption of mine may be correct even if his history as him being born on the colonised World of Luxor he still may be of East indian Decent so yeah please post your thoughts on this

The Sniper from Team Fortress 2 uses one as his melee weapon, and he's Australian.

Yes, but he can't be with the RGR. He's a SPARTAN-III, meaning he's a Marine in the UNSC.

he does sound somewhat African but then again The Batman animated series the joker sounded african and he was white so who knows
