According to the product description on Walmart.com, that is his "re-entry mode". It's a cool idea, I think. Soundwave is a satellite, right? So he sends Ravage down to earth in "re-entry" (Laserbeak) mode, and he transforms into a terrestrial mode when he reaches the surface.
Now if he somehow attaches to Soundwave, it will be even cooler.

I think the "Laserbeak" mode is a fan mode, or maybe a hidden third mode put in as an homage. Judging by the pics on Tformers, it looks like he transforms into some sort of attachment for Soundwave in satellite mode, or perhaps a weapon for his robot mode. Works for me, this is one of my few must buys from this line.
