It's a difficult balancing act. Motormaster works because you can take off all the combiner parts and still have a truck, can't do that with a giant Commander class jet.
Then there's the problem with the limbs, Hasbro doesn't seem to like doing Deluxe jets any more, but I'm not against it.

Even though I'm most likely going to be pretty far removed from collecting by the time any of this would come to fruition, I enjoy speculating about possibilities.
And if there's one thing that could reel me back in down the road (past a couple years from now), it would be combiners. Especially a Devastator...
For Superion, I could see "Voyager class" limbs... Meaning, because of the required functionality/engineering, they may in fact be slightly larger than the average deluxe figure, but overall smaller than voyagers such as the ER seekers by just a bit.
Throw-in a blaster and a part for the combined form, and there's a Voyager Class release.
But as you said, the real challenge is with Silverbolt...
It may be a case of some parts-forming where pieces for Superion have little to no use outside of the combined form.
I know some despise this potential aspect with figures, but if it helps achieve what it needs to, I'll take that over one or a couple modes being severely compromised. Especially in the case of a combiner.
And no, it's not ideal to have to pay for extra parts that go unused if the set isn't completed.
But it does happen with other brands/lines-- I saw a Superman figure that is packaged with a couple parts for a larger "starfish" (???) character... There have to be people out there who want that Superman, but don't have any plans to complete the larger pack-in figure.
Again, not ideal, but I'm assuming Hastak would figure out a way for the extras to be "weapons", "shields", etc. anyway.
It will be interesting to see how soon Hastak dives back into adding combiners to a mainline.
A little more on topic, if you're still waiting for Legacy stuff to show up in your local stores, it should be happening any day now.
Our fellow board member, SGM Lord Mirage (who also lives in MO) found every figure of every class in a Walmart just yesterday.
