Silverbolt and Onslaught were designed to have launch rams on their base modes (similar to Optimus Prime's Combat deck). These were neutered for the Hasbro releases (Onslaught more severely so than Silverbolt - his ram and the trigger were replaced by a filler piece. Silv just had the spring and the trigger left out) but remained on the original Takara releases. The Silverbolt bootleg seen at dollar stores and the like is based off the Takara release, and so it too has a working launcher.

I am working on de-neutering my own Silverbolt's launcher. While inserting an expansion spring was an easy matter, fabricating the trigger is giving me some difficulty. I would thus very much appreciate it if someone would open up the KO or the Takara version and take a photo of the trigger.

The KO does not come with a launcher I fear.

My bad. The KO does not have the launching pad . Either that because I personally saw one or later releases included the platform.It is aKO after all and QC is so so.
