Does anyone know who created this little wonder? (Classics Megatron, on left)

I saw him in some of the BotCon '07 pictures and had to ask!
On a side note, I also saw pics or rumors of Autobot toys being sold for Botcon in addition to the remaining 4 (Classics) Decepticon Planes.
