As far as I know the figures are exactly the same. Only the packaging is different. Also, the first release of TFC-09 came with a DVD.

The D-22 reissue is faithful to the original Takara TF release. The Book Style Reissue has paint applications in place of decals and sports and updated colorscheme to more closely match Starscream's television incarnation.

:D :D There are some minor changes between TFC Starscream and Reissue D-22:
1 - The TFC hands are remold with hole to hold the additional mini Megatron gun accessory. D-22 hand is the same as original.
2 - The TFC pre-applied decals are painted, not sticker like D-22. However, it does come with the original sticker sheet should these paints wear out.
3 - The color on TFC is more toward cartoon e.g. skyblue as oppose to dark blue in D-22.
4 - In jet mode of the TFC, the red paint (with white) line runs all the way toward the end of the main wing. In D-22, it stop short and does not have additional white line.
5 - TFC jet canopy is orange with additional gray line. D-22 canopy is dark tint with no line just like the original.
6 - TFC accessory comes with additional mini Megatron gun
7 - TFC accessory also comes with the additional G1 Prime hand with hole to be able the mini-Megatron gun. D-22 has the same accessory as the original.
